Climate Policy Engagement Analysis

Climate Policy Engagement Overview: GS Caltex appears to have limited climate policy engagement in South Korea. The company appears to take both positive and negative positions on energy transition, supporting increased use of renewables and bio feedstocks but also advocating fossil-fuel based energy and technologies.

Top-line Messaging on Climate Policy: GS Caltex has limited top-line messaging on climate policy. In its 2023 Sustainability Report published in July 2024, GS Caltex recognizes some of the climate change science on the link between greenhouse gas emissions leading to global warming and extreme weather phenomena.

Engagement with Climate-Related Regulations: GS Caltex has limited engagement with climate-related regulations in South Korea in 2022-2024.

Positioning on Energy Transition: GS Caltex takes both positive and negative positions on energy transition, supporting renewables and bio feedstocks, but also advocating fossil-fuel based energy and technologies. In its 2023 Sustainability Report published in July 2024, GS Caltex supported transition toward renewables, mentioning it is a “direct and effective way” to reduce carbon. Also, in its February 2024 Media hub article, GS Caltex supported decarbonizing the chemical sector, referring to increased use of bio feedstocks to replace fossil fuel feedstocks. However, in an April 2025 National Assembly Policy Seminar, GS Caltex supported policies and incentives to develop CCS for fossil fuel use without mentioning the need to transition away from a fossil-fuel based energy system.

Industry Association Governance: GS Caltex has disclosed a list of its industry association memberships in its 2023 Sustainability Report published in July 2024, but without an account of its industry associations' positions and engagement activities. The CEO of GS Caltex, Huh Se-hong, is Vice President of the Korean Enterprises Federation (KEF) and the board director of the Korea Petroleum Association (KPA), which have engaged actively on South Korean climate policy.
