Biodiversity Lobbying Overview: The North Atlantic Pelagic Advocacy Group (NAPA) has limited top-line engagement on biodiversity loss, and advocates extensively for North East Atlantic coastal states to sustainably manage stocks of North East Atlantic mackerel, Atlanto-Scandian herring, and North East Atlantic blue whiting.
Top-Line Messaging on Biodiversity Loss: NAPA recognized the science of overfishing in an October 2022 blog post and communicated broad support for action to protect oceans in a post on X in June 2024. NAPA does not appear to have taken broader positions on the science of biodiversity loss, or the need for action to reverse it.
Engagement with Biodiversity-Related Regulations: NAPA’s advocacy is focused on policy intended to limit biodiversity loss due to overexploitation, and specifically on advocating extensively for Coastal States to manage stocks of North East Atlantic mackerel, Atlanto-Scandian herring, and North East Atlantic blue whiting in line with scientific advice. This includes through positions on their website, accessed in October 2024, a position statement in advance of the meeting of the North East Atlantic Fisheries Commission in 2023, an open letter to the Norwegian Government in 2024 and numerous blog posts and media articles in 2021-2024.
Limited evidence could be found of direct engagement between NAPA and policymakers in the public domain, except for a statement presented at the North East Atlantic Fisheries Commission meeting in 2021, where NAPA advocated for increased ambition aligned with scientific advice.
Positioning on Statutory Protection of Wildlife: NAPA does not appear to be engaged on the statutory protection of wildlife.
