Climate Policy Engagement Analysis
Climate Policy Engagement Overview : ANFAVEA is highly engaged with climate policy, with positive and negative positions. The association supports emissions standards and energy efficiency policies. However, it opposes the selective tax and advocates for the long-term use of biofuels.
Top-Line Messaging on Climate Policy: ANFAVEA had broadly positive top-line messaging on climate policy in 2022-24. For example, it supported Brazil’s emissions reduction goals set through the COP process in an October 2024 public hearing, and the association’s president, Márcio de Lima Leite, supported the COP process in a February 2023 public statement. The association also supported government climate policy, such as the MOVER program in a interview in July 2024.
Engagement with Climate-Related Policy: ANFAVEA had high engagement with federal climate policy in 2022-2024. ANFAVEA supported energy efficiency standards in comments on the MOVER program during a May 2024 public hearing and June 2024 public hearing. It further supported the Inovar Auto and Rota 2030 programs in October 2024 regulatory comments. This October 2024 comment also appeared supportive of CO2 emissions targets. ANFAVEA also strongly advocated for energy efficiency policy to encourage fleet renewal, as commented by Anfavea's president, Márcio de Lima Leite, in its 2023 Yearbook.
Positioning on Energy Transition: In 2022-24, ANFAVEA supported the adoption of electric vehicles and the expansion of infrastructure for electrification, as stated in an April 2022 release. However, Anfavea supported the use of electric vehicles alongside biofuels in an October 2023 joint hearing, and again in a May 2024 Public Hearing. Anfavea further supported both biofuels and electrification in an October 2023 Joint Hearing, while stating support for initiatives such as “Combustível do Futuro". This position was reiterated in a interview in July 2024. Anfavea also supported policies encouraging the development of green diesel (HVO) and biomethane to decarbonize heavy-duty vehicles, while emphasizing concerns with electrification, as reported in an October 2024 article. Anfavea further stated concerns with the electrification of heavy-duty vehicles in a public hearing in October 2023. The association also consistently opposed the Selective Tax, claiming that it would delay the renewal of Brazil’s vehicle fleet and prolong old and more polluting vehicles, including in a June 2024 Public Hearing, a interview with ANFAVEA’s president, Lima Leita, in November 2024 and a article by Agência Câmara in June 2024.
