Climate Policy Engagement Overview: Leaseurope had low engagement with climate policy in 2023-25, with both positive and negative positioning. The company displayed some positive top-line positions but strongly opposed mandatory measures to decarbonize corporate fleets.
Top-line Messaging on Climate Policy: On its website, accessed in May 2025, Leaseurope appeared to support the goals of the Paris Agreement. However, the company does not appear to have disclosed a recent position on the need for climate regulations.
Engagement with Climate-Related Regulations: In a February 2024 press release and July 2024 position paper, Leaseurope supported the EU's 2035 100% CO2 emissions reduction target for new cars and vans, stating that the target would set a ‘clear goal for the sector to work towards’. However, InfluenceMap found no further evidence of direct engagement with climate-related regulations.
Positioning on Energy Transition: Leaseurope had mostly negative positioning on the energy transition. In July 2024 feedback to a consultation on the EU’s Greening Corporate Fleets initiative, Leaseurope strongly opposed zero-emission vehicle mandates to decarbonize corporate fleets, but supported incentives and investment. In a July 2024 position paper and a February 2024 press release, Leaseurope further opposed mandatory measures whilst supporting incentives to decarbonize corporate fleets. Leaseurope also strongly opposed ZEV mandates and suggested that they might slow the transition to ZEVs in its 2024 Annual Review, published in October 2024. Additionally, Leaseurope signed a joint letter, published in December 2024, which urged the European Commission to pursue a technology-neutral and market-driven approach to its Greening Corporate Fleets initiative, while opposing ZEV mandates. Leaseurope’s Director General, Richard Knubben, also appeared broadly unsupportive of mandatory measures to decarbonize corporate fleets, for example in a May 2024 Financial Times Article and a July 2024 blog post.
