Climate Policy Engagement Analysis
Climate Policy Engagement Overview: The Independent Power Producers Association (IPPA) appears to have very limited engagement with climate policy, and weak disclosure on its climate policy positioning and engagement in 2023-2024.
Top-line Messaging on Climate Policy: InfluenceMap found limited evidence of top-line messaging on climate policy by IPPA. In a chairman message on the IPPA website accessed in November 2023, the Chairman of the association, Choo Hyung-wook, mentioned the 2050 national carbon neutrality scenario without clear position on IPCC demanded response to climate change.
Engagement with Climate-Related Regulations: InfluenceMap did not find evidence of IPPA’s positions on or engagement with various climate policy between 2023-2024. However, as reported by Hankyung in April 2022, the association stated support for the 2030 Nationally Determined Contribution (NDC) in a policy recommendation to the South Korean government. On the other hand, in a position paper, submitted to the Korean government’s Carbon Neutrality Committee, on the 2050 Carbon Neutrality Scenario in September 2021, IPPA did not support a reform of the Korea Emissions Trading Scheme (K-ETS) that proposed increasing the ratio of paid emissions allowances in the scheme.
Positioning on Energy Transition: IPPA appears to have limited engagement on energy transition in South Korea. In a ‘Smart Grid’ Tab on the IPPA website accessed in November 2023, IPPA appeared to support increase in renewable energy in the energy mix, but it is not clear on the pace and extent of the increase.
