Climate Policy Engagement Overview: The Brazilian Association of Wind Energy and New Technologies (ABEEólica) demonstrates policy engagement that is partially aligned with policy pathways aiming to deliver the temperature goals of the Paris Agreement, exhibiting active engagement. Top-line Messaging on Climate Policy: ABEEólica’s top-line messaging on climate policy is positive, albeit limited. In a June 2024 LinkedIn post, ABEEólica's President Elbia Gannoum, named Brazil’s Special Energy Envoy for COP30, expressed support for the summit, framing it as a turning point from negotiation to implementation and calling for joint action to drive the energy transition. In its 2023 Annual Report, published in November 2024, ABEEólica emphasized the need to at least quadruple the pace of wind energy expansion as part of efforts to contain global warming. In a September 2024 Estadão interview, Gannoum appeared to support government regulation to address climate change, pointing to the federal Climate Plan as part of a necessary regulatory framework.

Engagement with Climate-Related Regulations: ABEEólica’s engagement with specific climate-related policies is positive. In an April 2025 press release, ABEEólica supported the creation of the Brazilian Emissions Trading System (SBCE), expressing it represents a significant advance in the country's environmental policy. In an August 2024 submission to a public consultation, ABEEólica called for the urgent approval of Bill 576/2021 to establish a regulatory framework for offshore wind in Brazil, describing the bill as essential to enable an energy transition with broad social and economic benefits.

Positioning on Energy Transition: ABEEólica is positively engaged on the energy transition, advocating for renewable energy expansion. In a June 2024 press release, the association supported the creation of a legal framework for low-carbon hydrogen and emphasized its role in decarbonizing hard-to-abate sectors. Through an October 2024 consultation response, ABEEólica advocated for reducing reliance on gas-fired power, and highlighted the role of wind, solar, storage, and green hydrogen in accelerating decarbonization and improving system reliability.
