Climate Policy Engagement Analysis

Climate Policy Engagement Overview: The Association of Power Producers (APP) India appears to have very limited engagement with climate change policy. The available evidence indicates policy engagement that is oppositional to science-aligned climate policy.

Top-line Messaging on Climate Policy: InfluenceMap could not find any evidence of APP’s top-line messaging on climate action.

Engagement with Climate-Related Regulations: APP has very limited engagement with climate-related regulations and predominantly comments on India’s renewable energy targets. In its comments on Draft Guidelines to promote development of Pumped Storage Projects (PSP) in February 2023, APP appeared to support India’s 2030 500 GW renewable energy capacity target. According to a February 2025 Reporter’s Collective article, APP wrote several letters to the government between 2015 to 2025, opposing emission norms issued by the government to limit the levels of sulphur and nitrogen oxides emitted by power plants.

Positioning on Energy Transition: APP appears to oppose the energy transition, albeit with limited engagement. On its website, accessed in August 2025, the association communicated support for a transition toward renewable energy. However, in its February 2024 comments on the Central Electricity Regulatory Commission’s Approach Paper on Terms & Conditions of Tariff for the period FY 2024-29, the association emphasized the variability of renewable energy and the need for thermal and gas based capacity. According to a March 2024 Reuters article, APP wrote a letter to Power Minister R K Singh in December 2023 voicing its members eagerness to boost coal capacity and asking the government for more flexibility in coal and power supply agreements, the expansion of existing power plants and to ease clearances.
