Climate Policy Engagement Overview: The Asociación Nacional de Movilidad Sostenible (ANDEMOS) appears to have limited engagement with climate policies in 2022-24. It has limited top-line communications on climate policy. ANDEMOS appears to generally support electrification of transport, with some exceptions.

Engagement with Climate-Related Regulations: ANDEMOS appeared to have limited, but positive, engagement with specific climate change measures. In a post ‘Obsolencia vehicular en Colombia’ from October 2023, it advocated for incentives for efficient engines and fleet renewal. However, while its President, Oliverio García, supported policies to facilitate a transition to more efficient transport, in a consultation response from July 2022, ANDEMOS did not take a position on energy efficiency regulations and emphasized concerns around the calculation methodology of the regulation.
Positioning on Energy Transition: In a website post from March 2024, the entity stressed the need to expand electric charging infrastructure in Latin American and called for investments in electric charger deployment. Additionally, in the March 2024 Reporte de Asamblea General, ANDEMOS supported incentives to promote electric vehicle imports. However, in an April 2024 media statement, its President supported a longer-term role for internal combustion engine-powered vehicles over electrification through support for hybrids. Similarly, in another declaration to a newspaper in September 2024, it also appeared to support a more gradual transition to EVs by opposing the elimination of hybrid vehicles’ VAT benefits. Furthermore, in a vehicle obsolescence publication from October 2023, ANDEMOS encouraged the adoption of electric taxis but also promoted hybrid vehicles and increased ethanol blending in flex fuels, reinforcing a preference for a diversified transition strategy rather than full electrification.
