Climate Policy Engagement Analysis
Climate Policy Engagement Overview: UltraTech Cement demonstrated limited policy engagement that is partially aligned with policy pathways aiming to deliver the temperature goals of the Paris Agreement. The company has communicated support for the transition to a low-carbon economy, however, it does not seem to have engaged extensively with specific policies.
Top-line Messaging on Climate Policy: UltraTech Cement generally supports climate change policy in its top-line messaging. In an August 2023 joint letter from Indian companies to G20 leaders, the company supported GHG emissions reductions in line with the 1.5°C target, while calling for further global cooperation, technology transfer and finance to support developing countries. In the same joint letter, UltraTech Cement also advocated for carbon pricing measures to be adopted into national climate change policy plans, and supported the goals of the Paris Agreement, specifically the achievement of NDC targets. The company also appeared to support net-zero emissions for the cement sector by 2050 in its 2024-25 Integrated & Sustainability Report published in July 2025.
Engagement with Climate-Related Regulations: UltraTech Cement appears to have limited transparent engagement with specific climate change policy on its corporate website, despite stating its “public policy engagements and lobbying efforts are fully aligned with the goals and principles of the Paris Agreement”. The company’s chairman, Kumar Mangalam Birla appeared to support India’s 2030 target to achieve 50% renewable energy installed capacity in a January 2023 press release.
Positioning on Energy Transition: UltraTech Cement does not appear to have a detailed position on the energy transition. On occasions, however, the company has supported transitioning the energy mix to renewables. For example, in a December 2023 press release, the company’s managing director, Kailash Jhanwar, stated support for renewable energy as an enabler for decarbonization.
Industry Association Governance: UltraTech Cement has disclosed a partial list of its memberships to industry associations in its 2024-25 Integrated and Sustainability Report, published in July 2025, but with no further details of the company's role within each organization's governing bodies nor their climate change policy positions. The company has not published a review of alignment with its industry associations. The company is also a member of the Confederation of Indian Industry (CII), which generally engages positively on climate policy in India.
