Climate Policy Engagement Overview: The Cement Manufacturers Association (CMA) India appears to have very limited engagement with climate change policy. The available evidence indicates broad positive positions on climate action and the energy transition.

Top-line Messaging on Climate Policy: CMA India’s top-line messaging on climate action ranged is broadly positive, albeit limited. On its website, accessed in October 2024, the President of CMA, Neeraj Akhoury appeared to support the climate action provisions set in India’s Union Budget 2024-25. However, InfluenceMap could not find any evidence of CMA’s support for the Paris Agreement or emissions reductions in line with the IPCC recommendations, nor a position on the need for climate change regulation in India.

Engagement with Climate-Related Regulations: CMA India appears to be broadly supportive of climate regulations, but its engagement is limited. For example, on its website accessed in October 2024, CMA president Neeraj Akhoury stated support for the introduction of a carbon market in India. Further, in a joint report published May 2024 with the Confederation of Indian Industry, CMA advocated for incentives in carbon trading policies for electric trucks. In the same report, CMA advocated for incentivizing battery recycling.

Positioning on Energy Transition: CMA India appears to support the energy transition, despite its engagement being limited. On its website, accessed in October 2024, the President of CMA, Neeraj Akhoury, welcomed the energy transition measures specified in India’s 2024-25 Union Budget. Further, in a joint report published in May 2024 with the Confederation of Indian Industry, CMA advocated for extending the Faster Adoption and Manufacturing of Electric and Hybrid Vehicles (FAME) subsidies to commercial electric vehicles and implementing subsidies for battery replacement.
