Climate Policy Engagement Analysis
Climate Policy Engagement Overview: Formosa Petrochemical demonstrates limited and negative engagement with climate policy. It has not communicated a clear top-line position on climate policy or a position on the energy transition. In terms of specific policy strands, the company appears to be unsupportive of circular economy policy, Taiwan’s proposed GHG emissions cap, and a carbon tax.
Top-line Messaging on Climate Policy: Formosa Petrochemical appears to have very limited top-line communication on climate policy in the last two years. In its 2024 TCFD Report, published in May 2025, the company recognized some of the science of climate change. The company has not offered a position on IPCC-aligned emissions reductions, the need for climate policy, or the Paris Agreement.
Engagement with Climate-Related Regulations: Formosa Petrochemical appears to have largely negative engagement with climate-related policies in Taiwan. In a March 2025 Economic Daily article, the Chairman of Formosa appeared unsupportive of circular economy policy on plastic recycling. In its 2024 CDP response, Formosa disclosed that it directly engaged with Taiwan’s Environmental Protection Administration and appeared not to be supportive of the total cap of GHG emissions. As reported by UDN in December 2023, the CEO of Formosa advocated a weaker carbon tax policy, opposing excessively high carbon taxes and emphasizing the role of other measures in reducing carbon emissions.
Positioning on Energy Transition: As of July 2025, InfluenceMap has not found evidence of Formosa’s engagement on the energy transition.
Industry Association Governance: In its 2024 Sustainability Report, published in July 2025, Formosa disclosed a complete list of its industry association memberships; however, the disclosure does not provide details on the climate policy positions of these associations and how they align with the company’s own. Formosa retains a membership to Petrochemical Industry Association of Taiwan (PIAT), which opposed the Greenhouse Gas Reduction and Management Act and Taiwan’s 2050 50% GHG emissions reduction target, and is a board member of the Chinese Petroleum Institute.
