Climate Policy Engagement Overview: Cosan exhibits policy engagement that is broadly misaligned with policy pathways for delivering the temperature goals of the Paris Agreement, but shows limited engagement with specific climate policies.
Top-line Messaging on Climate Policy: Cosan’s top-line messaging on climate policy was broadly positive in 2023-2025. On its corporate website, accessed in May 2025, the company appeared to support the goal to limit global warming to 1.5°C. Cosan President, Rubens Ometto, supported the need for government regulation to respond to climate change, in an August 2024 joint letter, published by CNN. InfluenceMap did not find a recent, clear position on the goals of the Paris Agreement.
Engagement with Climate-Related Policies: Cosan's subsidiary, Compass, broadly supported renewable energy legislation in its 2024 Sustainability Report, published in March 2025. Cosan President, Rubens Ometto, supported the creation of a regulated carbon market in an October 2024 joint letter addressed to the Senate. Cosan's CEO, Luis Guimarães, also supported RenovaBio in a December 2023 interview with Exame.
Positioning on Energy Transition Cosan's position on the energy transition was broadly negative in 2023-2025. The company broadly supported the transition to a low-carbon economy and energy sector in its subsidiary's 2024 Sustainability Report and on its own corporate website, accessed in May 2025, but it was unclear whether this position is aligned with IPCC recommendation. Cosan frequently supported the maintenance of a high GHG emissions energy mix by supporting the continued role of fossil gas in the energy mix, for example, in Compass’ 2024 Sustainability Report published in March 2025, or as published by SindisConsp in April 2025.
Industry Association Governance: Cosan disclosed a list of its industry association membership in its 2024 Sustainability Report, but InfluenceMap could not find any formal review of its industry associations and climate policy engagement. Cosan is a direct member of the Brazilian Institute of Oil and Gas (IBP), which is strategically engaged on climate policy with predominantly negative positions.
