Climate Policy Engagement Analysis

Climate Policy Engagement Overview: CRH exhibits limited engagement in 2023-2025, taking both positive and negative positions on science-aligned climate policy. The company is a member of multiple industry associations that engage negatively on climate policy in the EU and US including the National Association of Manufacturers and CEMBUREAU.

Top-line Messaging on Climate Policy: CRH takes positions which are broadly aligned with science-aligned climate policy in its top-line messaging. The company supported net-zero GHG emissions, but without specifying a date, in its 2023 Sustainability Performance Report, published in April 2024. In the same report, it appeared to support the need for government regulation to respond to climate change. CRH also supported government intervention to make sure carbon is priced into economy in its 2024 Climate Advocacy Review, published in May 2024. In the same report, it supported the goal of the Paris Agreement to limit global warming below 1.5°C.

Engagement with Climate-Related Policies: CRH appears to have limited engagement with specific climate-related policies in 2023-25, with a mix of supportive and unsupportive positions. The company does not appear to be supportive of emissions trading, emphasizing the risks of carbon leakage and impacts on competitiveness from the schemes, for example in its Climate Advocacy Review published in May 2024. However, in the same review, CRH broadly supported a carbon border adjustment mechanism.

Positioning on Energy Transition: CRH seems to broadly support the energy transition and the decarbonization of the cement industry, however with some exceptions. In its 2024 Sustainability Performance Report, published in April 2025, the company appeared to broadly support the decarbonization of the construction sector. In its May 2024 Climate Advocacy Review, CRH advocated for government support to decarbonize the cement industry using technologies such as carbon capture and utilization, biomass and alternative fuels, however without clearly aligning positions with IPCC recommendations. The company appeared to support a transition toward renewable energy in its 2024 CDP Climate Change Disclosure.

Industry Association Governance: CRH disclosed a list of its industry association memberships in its Climate Advocacy Review, published in May 2024, with some disclosure of the company’s role and the climate policy positions of the associations. However, the company's disclosure on its industry associations is limited to top-line climate statements without reference to specific climate policies. CRH has therefore excluded key instances of engagement with specific climate-related policies by its industry associations. Senior executives hold influential positions in key industry associations, such as the National Association of Manufacturers and CEMBUREAU, which engage on climate policy with predominantly negative positions in the US and Europe respectively.
