Climate Policy Engagement Analysis

Climate Policy Engagement Overview: The Japanese Chamber of Commerce and Industry in Vietnam (JCCI Vietnam) appears to support legislative incentives for energy efficiency and the introduction of renewable energy in Vietnam, while also supporting the country’s development of liquefied natural gas (LNG) and coal infrastructure.

Engagement with Climate-Related Regulations: JCCI Vietnam appears to have limited engagement with climate policy in Vietnam. In a position paper at the Annual Vietnam Business Forum in December 2020, JCCI Vietnam appeared to support energy efficiency legislation by proposing incentives for “energy-saving activities.”

Positioning on Energy Transition: JCCI Vietnam displays negative positions on the low-carbon transition of the energy mix, appearing to support development of new coal and gas infrastructure alongside renewables. In an interview with the Vietnam Investment Review in December 2021, JCCI Vietnam Vice Chairman Takeo Nakajima appeared to support a combination of LNG and renewables in the Vietnamese energy mix, stating that that the “development of liquefied natural gas as well as solar and wind farms will support Vietnam in shifting to environmentally-friendly energy.” At the Vietnam Business Forum in February 2022, JCCI Vietnam Chairman Soichi Inoue proposed “upgrading energy infrastructure and reducing carbon emissions,” including “early issuance” of the Vietnamese government’s Power Development Plan 8 and “flexible implementation of the PPP Law,” however he was unclear on his position on the transition of the energy mix. JCCI Vietnam has promoted the development of new coal and LNG infrastructure in Vietnam, requesting that the Vietnamese government develop LNG infrastructure and “consider new construction of coal-fired power plants using leading-edge technologies” and supporting the domestic “development of oil, natural gas and coal” in its position paper at the Annual Vietnam Business Forum in December 2020. In the same position paper, JCCI Vietnam also requested legislation to support the introduction of renewable energies, including “the keeping and expansion of a more appropriate feed-in tariff mechanism” and incentives for “companies, factories and industrial zones introducing renewable energies.” It also supported incentives for electric and hybrid vehicles in the same position paper.
