Climate Policy Engagement Analysis

Climate Lobbying Overview: The Taiwan Electrical and Electronic Manufacturers Association (TEEMA) appears to have positively engaged with climate policies in Taiwan. It supported the Paris Agreement and the 1.5C temperature target. It has communicated positive positions on carbon tax and renewable energy policies. In terms of energy transition, the association actively supported electrification of vehicles and green hydrogen, whilst also supporting fossil gas as a ‘clean’ energy source.

Top-line Messaging on Climate Policy: TEEMA has communicated a positive top-line position on climate policy. The organization has stated support for limiting global warming to 1.5C in its magazine published in October 2021. In a July 2022 news article, it supported the Paris Agreement. As reported by Economics Daily in May 2023, the chairman of TEEMA supported government policy to guide the path to net-zero in Taiwan.

Engagement with Climate-Related Regulations: TEEMA appears to have largely positive engagement with specific climate policy strands. In its January 2023 issue of TEEMA Times, the organization supported carbon tax in Taiwan in response to the European Union’s carbon border adjustment mechanism (EU CBAM). In the November 2021 issue of TEEMA Times, it appeared supportive of EU CBAM. However, as reported by Yahoo News in May 2023, in a meeting with the Environmental Protection Administration of Taiwan, TEEMA advocated for the inclusion of emissions offset mechanisms in the emissions trading scheme, which would result in weakened carbon prices.

As reported by Yahoo News in March 2023, in a meeting with the Executive Yuan, TEEMA called for government policy to facilitate the development of renewable energy. In the January 2023 issue of TEEMA Times, it supported the target of increasing the share of renewable energy in electricity supply to 20% by 2025 and 60% by 2050. InfluenceMap has not found TEEMA’s engagement with energy efficiency and emissions reduction policies in the last two years.

Positioning on Energy Transition: TEEMA appears largely supportive of the low-carbon energy transition. As reported by ET Today in March 2023, in a meeting with the Ministry of Economic Affairs of Taiwan, TEEMA called for actions to promote the electrification of vehicles. In the May 2023 issue of TEEMA Times, the organization disclosed that it has advocated for policy support for electric vehicle's infrastructure in the meetings with the Ministry of Economic Affairs and the Executive Yuan. In a January 2022 article, TEEMA appears to support government policy to facilitate the development of green hydrogen infrastructure. However, in the September 2022 issue of TEEMA Times, it supported fossil gas in the energy mix on the basis that it is 'clean,' without clear conditions related to CCS or mitigating methane emissions.
