Positioning on Energy Transition: KoCham in Vietnam appears to take broadly negative positions on Vietnam’s energy transition. It supports the shift away from coal towards fossil gas and LNG, while also referencing some increases in nuclear and renewable energy. At the Vietnam Business Forum in December 2020 attended by Vietnamese government officials, KoCham in Vietnam Chairman Kim Han-yong advocated for increased investments in nuclear energy in the 8th National Power Development Plan for 2021-2030 (PDP8) to serve ‘stable, uninterrupted power generation capacity’ to accompany the ‘top priority’ of renewable energy. In February 2022 at the Annual Vietnam Business Forum High-Level Session, KoCham in Vietnam supported an ‘in-depth assessment of the need to redeploy Vietnam’s nuclear power generation projects to ensure stable energy supply, offering Korean businesses’ help to the Vietnamese government.

In February 2022, KoCham in Vietnam supported the inclusion of the Hai Lng LNG project in the PDP8, citing LNG as ‘the optimal solution to help achieve the goal of net-zero emissions’, without outlining clear conditions related to CCS or mitigating methane emissions as outlined in IPCC pathways. In the same forum, KoCham in Vietnam also appeared to support an increased role for green hydrogen production, suggesting a ‘hybrid hydrogen + LNG power generation system’ using the LNG facilities proposed in Vietnam.
