Climate Policy Engagement Analysis

Climate Policy Engagement Overview: The Federación Nacional de Comerciantes Empresarios (FENALCO) appears to have limited engagement with climate policies in 2022-24. The association also appeared to support the use of liquid natural gas in the automotive sector.

Top-line Messaging on Climate Policy: InfluenceMap did not find any top-line messaging on climate policy from FENALCO in 2022-2024.

Engagement with Climate-Related Regulations: InfluenceMap found limited recent evidence of FENALCO’s engagement with specific climate policies. In its comments on Proyecto normativo por la cual se desarrollan parcialmente las disposiciones de la Ley 2232 from October 2022, the association supported single use plastics limitations, with exceptions on implementation timelines.

Positioning on Energy Transition: FENALCO expressed both positive and negative engagement on the energy transition. In its publication “Reglas claras para la movilidad eléctrica” from November 2023, the association appeared supportive of the decarbonization of transport; advocating for regulatory clarity to enable sustainable alternatives. However, in a blog publication from October 2023, FENALCO conditioned a transition towards electrification on qualifying factors such as incentives for automotive companies. Additionally, in another blog publication from March 2023, the association’s vice president advocated for Liquid Natural Gas to be used over the rapid electrification of light-duty vehicles, and in a September 2024 newspaper article, a FENALCO spokesperson criticized a proposed 19% VAT rate on ICE-powered hybrid sales in Colombia as “catastrophic”, calling hybrids one of the pillars for the transition in Colombia.

InfluenceMap collects and assesses evidence of corporate climate policy engagement on a weekly basis, depending on the availability of information from each specific data source (for more information see our methodology). While this analysis flows through to the company’s scores each week, the summary above is updated periodically. This summary was last updated in Q1 2025.
