Climate Policy Engagement Analysis
Climate Policy Engagement Overview: China Association of Automobile Manufacturers (CAAM) demonstrates limited engagement with climate policy in 2023-25, with a mix of positive and negative positions. It has provided limited top-line messaging on climate policy and has limited engagement with specific strands of climate regulations. CAAM appears to demonstrate both positive and negative positioning on the energy transition.
Top-line Messaging on Climate Policy: CAAM appears to have communicated limited but positive top-line messaging on climate policy. In a May 2025 SINA Finance article, CAAM Deputy Secretary General Chen Shihua recognized some of the science of climate change.
Engagement with Climate-Related Regulations: CAAM appears to have limited but positive engagement on specific climate regulations in China. In a May 2025 SINA Finance article authored by CAAM Deputy Secretary General Chen Shihua, CAAM actively supported the formulation of regulation and standards to reduce HFC emissions in the automotive industry. According to an April 2025 China Industry News article, CAAM Deputy Secretary General Li Shaohua supported policy on product recycling.
Positioning on Energy Transition: CAAM demonstrates both positive and negative positioning on the rapid decarbonization of the transport sector as part of the energy transition away from fossil fuels. In a February 2025 corporate blog post, CAAM broadly supported policies that promote the adoption of new energy commercial vehicles in China. Additionally, in a February 2024 corporate news piece, CAAM appeared supportive of a transition to a low carbon economy. However, in a January 2025 corporate news piece, CAAM appeared to advocate for methanol to be used over the rapid electrification of heavy-duty vehicles, as well as for the continued use of coal as feedstock.
