Climate Policy Engagement Overview: The Cámara Mexicana de la Industria de la Construcción (CMIC) supports climate policy in Mexico with some exceptions. The association states top-line support for carbon taxes and energy efficiency legislation, but does not appear to fully support the energy transition, advocating for new fossil gas infrastructure and policies to scale up hybrid vehicles.
Top-line Messaging on Climate Policy: The Cámara Mexicana de la Industria de la Construcción (CMIC) appears to have become somewhat more clearly supportive of climate policy in its top-line messaging since 2023. Despite having taken positions on emissions reductions which were not clearly aligned with IPCC recommendations in 2020-23, such as in this December 2023 position paper, the association seemed to support more ambitious GHG emissions reductions in a May 2025 press release. In the same press release CMIC appeared to support a range of policy levers to reduce emissions in the construction sector. InfluenceMap did not detect a clear position from CMIC on the UN Paris Agreement in 2023-24.
Engagement with Climate-Related Policies: CMIC appears to support climate regulations with some exceptions. In a position paper on CMIC’s website, the association supported carbon taxes in Mexico in August 2023. The President Luis Méndez Jaled supported a modal shift to low carbon forms of transportation in a press release in June 2024. In a May 2024 position paper, the association supported Mexican energy efficiency standards for buildings. The news outlet La Crónica de Hoy en Hidalgo reported in March 2023 that CMIC supported energy efficiency legislation in Mexico, specifically financing for small and medium-sized businesses to promote reducing energy consumption. However, in May 2023 the news outlet Plaza de Armas reported that CMIC did not fully support policy to increase the recycling and reuse of construction waste, emphasizing the costs and burdens on construction sector actors.
Positioning on Energy Transition: CMIC appears to support the energy transition with some major exceptions regarding scaling up fossil gas infrastructure and hybrid vehicles. In an August 2024 position paper CMIC supported the transition of the energy mix towards renewables and scaling up electrification infrastructure and green hydrogen production. In an August 2023 press release the association supported phasing out fossil fuels from the Mexican energy mix. In a July 2024 press release President Luis Méndez Jaled supported government intervention to scale up electromobility, nuclear energy, electrification, renewable energy projects and green hydrogen. However, in the same press release the President also called for new infrastructure to scale up the production, storage and distribution of fossil gas. The association supports the transition towards electromobility, however it also promotes hybrid vehicles, for instance President Luis Méndez Jaled called for tax incentives, regulations and infrastructure to scale up electric and hybrid vehicles in a June 2024 press release.
