Climate Policy Engagement Analysis

Climate Policy Engagement Overview: The Brazilian Association of Energy Traders (ABRACEEL) exhibits limited engagement with science-aligned climate policy, with both positive and negative positions. It supports the creation of a regulated carbon market and the expansion of renewable energy, while opposing renewable energy subsidies and supporting the continued role of natural gas.

Top-line Messaging on Climate Policy: ABRACEEL’s top-line messaging on climate policy was limited but broadly positive in 2023-2025. In a whitepaper published in November 2024 on its website, the association appeared to support the goals of the Paris Agreement. Abraceel's executive president, Rodrigo Ferreira, also recognized some of the science of climate change, in an August 2024 article published by Estadao. InfluenceMap found no recent evidence on engagement with net-zero targets.

Engagement with Climate-Related Policies: ABRACEEL appeared to engage with climate-related policies with both positive and negative positions. Abraceel frequently supported the creation of a regulated carbon market, including in its corporate website, accessed in May 2025. However, in a May 2024 article published on ABRACEEL’s blog, the entity was unsupportive of renewable energy subsidies. Abraceel also supported the Environmental Licensing Bill (PL 2159/2021), which proposes to increase the flexibility of environmental licensing and allow self-licensing projects in a joint letter to the Senate published in May 2025.

Positioning on Energy Transition: ABRACEEL’s position on the energy transition was both positive and negative in 2023-2025. The entity supported the decarbonization of the energy sector in a November 2024 Whitepaper. It also broadly supported an increased use of renewable energy during a public audience on energy transformation in July 2024. However, ABRACEEL advocated for a continued role of natural gas in the energy mix in a May 2024 public consultation. The association also supported the use of natural gas in a joint manifesto, published in November 2024.
