Climate Policy Engagement Overview: The Asociación Colombiana de Gas Natural (Naturgas) has mostly negative engagement on Colombian climate policy in 2023-25. While Naturgas has stated support for Paris Agreement, it has advocated for a larger role for fossil gas in the energy transition, includingconsistently pushing for policies supporting new fossil fuel infrastructure, particularly natural gas, while largely opposing policies that limit fossil fuel use.
Top-line Messaging on Climate Policy: Naturgas has limited, top-line positions on climate action. In a blog post from May 2024, the association expressed support for goals of the Paris Agreement, highlighting a joint declaration urging countries to limit global warming to 1.5°C. In a March 2023 interview with El Tiempo, Luz Stella Murgas, President of Naturgas, expressed support for climate goals but called for a bigger role for fossil gas in the transition, arguing that it is “a key instrument in the energy transition”.
Engagement with Climate-Related Regulations: InfluenceMap did not find any recent evidence of Naturgas’ positions on, or engagement with, specific climate-related policies such as carbon pricing or methane regulations.
Positioning on Energy Transition: Naturgas took predominantly negative positions on the transition of the energy mix in 2023-25. Naturgas advocated for policies supporting investment in new fossil fuel infrastructure in blog posts from August 2024 and February 2025, highlighting natural gas as essential for Colombia’s energy security and economic growth. Similarly, Naturgas President Luz Stella Murgas, in an April 2025 press release, called on policymakers to fast-track domestic gas exploration to avoid import dependence and rising energy prices. She also backed the long-term use of compressed natural gas (CNG) in heavy-duty vehicles over electrification or hydrogen in a November 2024 interview, citing cost and availability, a position reiterated in a blogpost from January 2025. Moreover, in a group press release from September 2024, issued alongside other Colombian industry associations, Naturgas directly called on policymakers to support new fossil fuel infrastructure, including gas field developments, warning that 'the country will face a critical situation for the natural gas sector from 2025' without urgent action.
