Climate Policy Engagement Overview: PepsiCo appears to have limited though positive engagement with climate change policy and regulation from 2022-24. However, the company is a member of several industry associations that actively oppose climate policy.
Top-line Messaging on Climate Policy: PepsiCo's corporate website, accessed in February 2025, states support for the Paris Agreement and calls on governments globally to take action in line with a 2° C target. The company also states on its website that it supported the Biden administration’s push to advance a wide range of climate policies aimed at transitioning the U.S. to a low-carbon economy, emphasizing the urgency of enacting these measures. In its ‘PepsiCo ESG Topics A-Z: Climate Change’ accessed in February 2025, PepsiCo seems to support low-carbon economy transition policies in the US.
Engagement with Climate-Related Regulations: PepsiCo’s engagement with specific climate policy is mostly positive, though limited in recent years. In the EU, the company advocated for ambitious reforms to the EU’s emissions trading system and renewable energy directive in a May 2022 open letter to the EU President Ursula von der Leyen. The company also advocated for more ambitious GHG emissions targets and a zero emissions target of 2035 for heavy-duty vehicles in a December 2022 joint letter to the European Commission. However, in its April 2023 comments on the Packaging and Packaging Waste Regulation, the company supported widening the scope of the reuse and refill target while advocating for recycled content targets to be based on average per manufacturer rather than per unit of packaging.

In a Global Renewables Alliance letter from September 2023, the entity called for stringent policy intervention around renewable sources in the energy mix. The company also supported a transition to zero emission heavy-duty vehicles by 2035 in a joint letter to the European Commission in December 2022.
Industry Association Governance: PepsiCo discloses a list of industry associations of which it is a member but provides limited details on its role within each association, the extent to which its own positions align with those of the groups, and actions taken to address misalignment. The company has not published a formal review of its alignment with its industry associations. PepsiCo remains a member of several powerful groups largely opposed to US climate policy, such as the National Association of Manufacturers and California Chamber of Commerce. While Pepsi remains a member of the U.S. Chamber of Commerce, which in February 2025 supported Trump administration's actions to increase the use of fossil fuels in the energy mix. PepsiCo is also a member of Business Roundtable, which advocates with mostly negative positions on climate policy.
