Climate Policy Engagement Analysis
Climate Policy Engagement Overview: Nestlé’s climate policy engagement is aligned with policy pathways that can deliver the temperature goals of the Paris Agreement. Nestlé takes supportive positions in its top-line messaging on climate, and predominantly supports specific climate change regulations. However, the company retains memberships of several industry associations engaging with some negative positions on climate policy.
Top-line Messaging on Climate Policy: Nestlé takes positive positions in its top-line communications on climate change. In its January 2024 Agriculture Framework, the company stated a clear and detailed position on climate change science and how the land-use sector contributes to it. Nestlé stated support for the UNFCCC process to limit global warming below 1.5°C as well as translating Nationally Determined Contributions and COP commitments into national/regional legislation in its May 2025 Climate Policy Engagement Report 2023-2024. The company stated strong support for the EU Green Deal and the need for climate policy in the EU in a November 2024 joint statement.
Engagement with Climate-Related Policies: Nestlé engages with positive positions on some specific climate policies in both the EU and the US. Nestlé strongly supported a package of policy for energy efficiency in an October 2024 joint letter signed by its CEO, Laurent Freixe. In October 2023, Nestlé submitted a joint comment advocating for the US National Highway Traffic Safety Administration to adopt the strongest possible Corporate Average Fuel Economy (CAFE) Standards for all vehicle classes. The company appeared supportive of GHG emissions targets in an October 2023 joint letter that called for halving GHG emissions by 2030 globally. In the same joint letter, Nestlé actively supported renewable energy targets.
Positioning on Circular Economy Policy Nestlé has consistently stated strong support for a legally binding and ambitious UN Global Plastics Treaty through the Business Coalition for a Global Plastics Treaty and in its own communications, for example in an article and LinkedIn post published in August 2025. In joint publications such as in August and October 2024, the company also advocated for policymakers to increase the ambition of government regulation on circular economy policy.
Nestlé supported the EU Packaging and Packaging Waste Regulations (PPWR) with major exceptions in April 2023 feedback, appearing to advocate for a slower timeline and without referencing the need for measures to reduce or reuse packaging and packaging waste. However, in its 2023 Creating Shared Value and Sustainability Report, published in February 2024, the company appeared supportive of the PPWR.
Positioning on Land Use Policy: Nestlé takes supportive positions on land-use related policy. As reported in a May 2025 Politico Article, Nestlé CEO Laurent Freixe appeared supportive of policies scaling up agricultural practices which conserve carbon, such as regenerative agriculture. In its 2024 CDP Disclosure, the company stated broad support for the US Farm Bill. Nestlé strongly supported the EU Regulation on Deforestation-Free Products, advocating against its delay, as reported by the Financial Times in November 2024 and a joint statement from October 2024. In a February 2025 joint position paper, Nestlé strongly supported transitioning diets to plant-based products, and emphasizing the need for promoting sustainable production and consumption of plant-based products.
Positioning on Energy Transition: Nestlé supports the transition of the energy mix, engaging primarily with policies in the US. In an October 2024 joint letter, the company supported measures to aid the transition towards a renewables based system, and advocated for the removal of fossil fuels subsidies. In its 2024 CDP Disclosure, Nestlé stated support for California's Advanced Clean Fleets (ACF) regulation, the US Advanced Clean Truck rule, and appeared strongly supportive of the New Jersey Governor's goal of achieving clean energy by 2035. In a May 2025 joint statement, the company advocated for Pennsylvania policymakers to support House Bill 501, which amends the state Alternative Energy Portfolio Standards Act such that eligible energy resources, including wind and solar, account for 35% of the state's energy sold by 2035. In an October 2024 joint letter to the North Carolina General Assembly, Nestlé strongly advocated for the maintenance of measures that support decarbonization of the power sector and advocated for North Carolina policymakers to oppose Senate Bill 261.
Industry Association Governance: Nestlé published a comprehensive review of its industry associations memberships, including links to all of its associations’ LobbyMap profiles in its 2023-2024 Climate Policy Engagement Report, published in May 2025. Nestlé is a member of some industry associations engaging with primarily unsupportive positions on the energy transition such as the Spanish Confederation of Business Organizations (CEOE) and The National Business Association of Colombia (ANDI).
