Climate Policy Engagement Analysis
Climate Lobbying Overview: Hewlett Packard Enterprise (HPE) appears to engage on climate policy with broadly positive positions. HPE has stated support for various government mechanisms to deliver a low-carbon transition, including pricing carbon and increasing the role of renewable energy in the power sector. HPE is a member of several industry associations which are highly engaged on climate policy with varying degrees of support, including more positive engagement by the Clean Energy Buyers Association (CEBA) and a mix of positive and negative advocacy by the US Business Roundtable.
Top-line Messaging on Climate Policy: HPE offers positive top-line positions on climate policy. In October 2023, HPE signed a joint letter with the We Mean Business Coalition in anticipation of COP28, calling on governments to reduce use of fossil fuels in an effort to limit global temperature rise to no more than 1.5°C. In its Climate Policy Reference Guide, last updated 2022, HPE broadly supports a range of policy interventions aimed at mitigating climate change impacts, with an emphasis on market-based solutions.
Engagement with Climate-Related Policy: HPE appears broadly supportive of an array of climate policies, though with limited recent evidence of detailed positions and engagement. In its Climate Policy Reference Guide, last updated 2022, HPE advocates for setting a price on carbon and suggests support for increased government regulation to reduce GHG emissions across different sectors. In the October 2023 letter submitted to policymakers at COP28 by the We Mean Business Coalition, HPE supported a specific GHG emissions reduction target of 50% by 2030.
Position on Energy Transition: HPE demonstrates positive positions on the energy transition, supporting electrification and advocating for the reduction of fossil fuels, but with limited recent evidence of engagement. In its 2022 Living Progress Report, released in June 2023, HPE states broad support for decarbonization of the global energy system. In its Climate Policy Reference guide, HPE appears to support increasing the role of renewables in the energy mix to spur widespread electrification as a means of moving the world towards net-zero emissions. HPE took these positions again in the October 2023 We Mean Business Coalition letter submitted to leaders at COP28.
Industry Association Governance: HPE provides limited disclosure on its industry association memberships. In its 2022 Living Progress Report, released June 2023, HPE published a partial list of industry association memberships, with limited detail on each group’s climate policy positions and engagement activities. In its 2023 CDP Response, HPE disclosed only two industry associations which are active on climate policy, excluding relevant groups such as the Confederation of Indian Industry and World Economic Forum, also with limited detail on climate policy positions and engagement. HPE is a member of the positively-engaged Clean Energy Buyers Association as well as the US Business Roundtable which, according to InfluenceMap analysis, engages with climate policy with a mixture of positive and negative positions, and which has opposed key climate policies in the US such as the Inflation Reduction Act.
InfluenceMap collects and assesses evidence of corporate climate policy engagement on a weekly basis, depending on the availability of information from each specific data source (for more information see our methodology). While this analysis flows through to the company's scores each week, the summary above is updated periodically. This summary was last updated in Q1 2024.
