Climate Policy Engagement Analysis
Climate Policy Engagement Overview: Bumi Resources (Bumi) exhibits both positive and negative engagement with science-aligned climate policy. The company’s recent transparent engagement appears to be largely limited to top-line messaging on climate policy and the energy transition, where it advocates a sustained role for coal in the energy mix.
Top-line Messaging on Climate Policy: Bumi has limited but generally positive top-line messaging on climate change. The company appeared to support Indonesia’s role in limiting warming to below 2°C in its 2023 Sustainability Report, published in May 2024, and reaffirmed its support for Indonesia’s commitment to the goals of the Paris Agreement in its 2024 Sustainability Report, published in April 2025.
Engagement with Climate-Related Policies: Bumi has limited transparent engagement with climate-related policy in Indonesia. The company supported Indonesia’s 2030 GHG emissions target as part of the country’s enhanced Nationally Determined Contribution in its 2023 Sustainability Report. In addition, while Bumi acknowledged Indonesia’s Carbon Tax and Emissions Trading System policies in its 2024 Sustainability Report, it did not provide a clear position on either policy.
Positioning on Energy Transition: Bumi displays oppositional positions on the energy transition. The company has consistently advocated a sustained role for coal in the energy mix, for example, in its 2023 Sustainability Report Bumi suggested that a long-term role for coal is desirable due to it being a “stable” and “affordable” energy source. Bumi likewise emphasized concerns over the economic and technical feasibility of a transition towards a renewables-dominated power mix to promote the continued role for coal in its 2024 Sustainability Report. The company’s President Director, Adika Nuraga Bakrie, also appeared to advocate for the continuation of coal exports to China and India for the next 10–15 years in a March 2024 Liputan 6 article, while also reportedly supporting a slower transition towards renewable energy than advised by the IPCC.
Industry Association Governance: Bumi has not published a review assessing its alignment with the climate positions of its industry associations. However, the company has disclosed its industry association memberships in the 2024 Sustainability Reports of both Bumi Resources and Bumi Resources Minerals. The company is a member of the board of the Indonesian Coal Mining Association and a member of multiple working groups and committees of the Indonesian Mining Association. Both associations continue to promote a sustained role for coal in the energy mix.
