Climate Policy Engagement Analysis
Climate Policy Engagement Overview: PTT Public Company has limited engagement with climate change policy. The company supports Thailand's long-term emissions reduction target, but its engagement on the energy mix has been broadly negative and has advocated for the continued role of fossil gas.
Top-line Messaging on Climate Policy: PTT Public Company’s top-line messaging regarding climate science and policy is positive. In its 2024 Annual Report, published in March 2025, the company acknowledged that climate change is a “critical issue” and supported government environmental policies. It also supported Thailand’s carbon-neutrality target in line with IPCC timelines and goals of the Paris Agreement on its corporate website. In its 2024 CDP response, the company advocated for policy mechanisms to help meet emission reductions targets in Thailand's Climate Change Act.
Engagement with Climate-Related Regulation: InfluenceMap has not been able to locate public evidence of PTT Public Company’s engagement with policy on carbon pricing, energy efficiency and renewable energy. In its 2023 Annual Report the company broadly advocated for policies to reduce GHG emissions however its position on specific regulations is unclear.
Position on Energy Transition: PTT Public Company’s engagement on the energy mix has been broadly negative. In its 2024 Annual Report, published in March 2025, PTT advocated for the continued role of fossil gas, stating “the importance of expanding LNG trade transactions, which is a crucial option during the transition to clean energy in the future”, without placing conditions for carbon capture and storage technologies. PTT Exploration and Production (PTTEP), a subsidiary of PTT, supported CCS and hydrogen to decarbonize industry, however also supported switching from coal to fossil gas without placing clear conditions on methane abatement in its Annual Report 2024.
Industry Association Governance: PTT Public Company discloses its membership and role with multiple Thai industry associations on a dedicated page of its corporate website, accessed in August 2025. However, the company's disclosure on its industry associations is limited to top-line climate statements without reference to specific climate policies. In addition, the company has not disclosed its membership to the International Gas Union which is actively and negatively engaged in climate policy, supporting a continued role for fossil gas in the energy mix in the joint letter to G7 Energy ministers in March 2025. PTTEP is also a member of the International Association of Oil and Gas Producers (IOGP). The company has not published a review of its alignment with its industry associations.
InfluenceMap collects and assesses evidence of corporate climate policy engagement on a weekly basis, depending on the availability of information from each specific data source (for more information see our methodology). While this analysis flows through to the company’s scores each week, the summary above is updated periodically. This summary was last updated in Q3 2025.
Additional Note: PTT is headquartered in Thailand, where InfluenceMap’s LobbyMap platform can currently only make a provisional assessment of corporate climate policy engagement, due to limited capability to access publicly available data on this issue. As it is possible that InfluenceMap is not yet able to fully capture evidence of PTT's climate policy engagement activities, these scores should be considered provisional at this time.
In addition, PTT is a listed company with more than 50% of its shares owned by the government of Thailand. State-owned enterprises likely retain channels of direct and private engagement with government officials that InfluenceMap is unable to assess, and therefore are not represented in PTT's engagement intensity metric.
