Climate Policy Engagement Analysis
Climate Lobbying Overview: NTPC Limited (NTPC) has limited engagement on climate action and climate-related policy. The company supports the electrification of the transport sector to transition the energy mix in India, however it appears to advocate for the continued role of coal.
Top-line Messaging on Climate Policy: NTPC’s top-line communications, although very limited in recent years, appear supportive of climate policy. In its 2021-22 Integrated Annual Report, published in August 2022, the company supported India’s NDC submissions to the UNFCCC, which includes targets to reduce emissions intensity by 45% below 2005 levels by 2030 and to increase the share of non-fossil power capacity to 50% by 2030.
Meanwhile, In a 2021 press release following the BRICS green hydrogen summit hosted by NTPC, the company supported a net-zero target, suggesting that CO2 emissions reduction will have a “worldwide positive impact”. However, it is unclear if this position is consistent with the timelines of net zero by 2050.
Engagement with Climate-Related Regulations: NTPC does not appear to transparently disclose its position on, or engagement with, specific climate policy on its corporate website. Of its limited engagement with climate-related regulations, NTPC appears to engage with renewable energy legislation. The company stated broad support for the Indian government's 2030 renewable energy targets in a November 2021 social media post. However, in March 2024 comments to the Central Electricity Regulatory Commission on draft renewable energy tariff regulations, it appeared to advocate to weaken policy by advocating for renewable projects from different interconnection points to be included.
Positioning on Energy Transition: NTPC supports zero-carbon technologies to transition the energy mix including renewables and green hydrogen, but also appears to advocate for the long-term role of coal.
In the company’s 2022-23 Annual Report, published in August 2023, it supported the development of green hydrogen and advocated for additional renewable energy capacity to enable the decarbonization of heavy industry and hard-to-abate sectors. In a December 2022 Economic Times article, NTPC also stated support for investments in renewable and nuclear power to transition the energy mix.
However, Chief Managing Director Gurdeep Singh also appeared to advocate against the phase down or phase out of coal power in a June 2022 Live Mint article.
Industry Association Governance: NTPC has disclosed its memberships to various industry associations through its 2022-23 Integrated Annual Report, published in August 2023. However, the company did not provide details of its engagement with industry associations, nor has it published a detailed review of its alignment with its industry associations. NTPC is a member of Confederation of Indian Industry, which generally engages positively on climate policy in India.

In addition, NTPC is a listed company with more than 50% of its shares owned by the government of India.
