Climate Policy Engagement Analysis

Climate Policy Engagement Overview: Honeywell International (Honeywell) exhibits both positive and negative, active engagement with science-aligned climate police in the US and the EU. Honeywell is a board-level member of the Business Roundtable, and the Aerospace Industries Association (AIA), organizations that are negatively engaged on climate policy.

Top-Line Messaging on Climate Policy: Honeywell demonstrates both positive and negative top-line messaging on climate policy. In a white paper from October 2024, Honeywell acknowledged the science of climate change and appeared to support the need for regulation to respond to climate change. Honeywell supports the goals of the Paris Agreement, according to its Impact Report from July 2025. According to the company’s 2023 ESG report, from September 2023, it supports limiting temperature rise to well below 2°C.

Engagement with Climate-Related Policy: Honeywell appears to engage generally positively on specific climate policies. In October 2024 comments, Honeywell supported the EU Renewable Energy Directive Delegated Act on Renewable Fuels of Non-Biological Origin (RFNBOs), while calling for continued use of industrial CO₂ and greater flexibility on eligible feedstocks, and advocated for EU-wide regulation of methane emissions through integration into lifecycle GHG assessments and consistent monitoring across member states. In its Climate and Sustainability Lobbying Report, from April 2024, Honeywell stated broad support for reforms to increase the carbon price and effectiveness of the European Emissions Trading Scheme (ETS). In Ceres BICEP Coalition joint comments from October 2023, Honeywell advocated for the strongest possible Corporate Average Fuel Economy (CAFE) Standards for all vehicle classes.

Positioning on Energy Transition: Honeywell’s engagement on the energy transition is mixed, with support for decarbonization measures but frequent emphasis on the continued role of fossil fuels, particularly in hydrogen production. In July 2025, Honeywell supported the use of hydrogen for light duty vehicles alongside increased electrification, backing implementation of the Alternative Fuels Infrastructure Regulation. In June 2025, the company advocated for maintaining the Inflation Reduction Act (IRA)'s clean hydrogen production tax credit and opposed its proposed phase-out, appearing to emphasize fossil gas-based hydrogen with carbon capture while making no mention of renewable feedstocks beyond nuclear and hydropower. Notably, in February 2024 comments to the US Internal Revenue Service, Honeywell advocated for weakening the implementation of the IRA's clean hydrogen tax credit by calling for flexible requirements that allow hydrogen produced from fossil fuels, including fossil gas. It suggested that the US Treasury exceeded its legal authority in proposing its model, and called for additional pathways for hydrogen production, including “responsibly sourced natural gas” and “renewable natural gas.”

In a January 2025 meeting with the European Commissioner for Energy and Housing Dan Jørgensen, Honeywell advocated for continued implementation of the Green New Deal and discussed decarbonization of the energy sector and alternatives to fossil gas, though without disclosing a clear position. In October 2024, Honeywell Europe N.V. supported CCS in the power sector while stating the need to reduce fossil fuel use, though with some ambiguity around the timeline for phase-down.

Industry Association Governance: Honeywell published a Climate and Sustainability Lobbying Report in April 2024. The company is no longer a member of the US Chamber of Commerce or the American Petroleum Institute. However, it remains a member of the American Chemistry Council (ACC), American Fuel & Petrochemical Manufacturers (AFPM), and Business Roundtable, all of which are negatively engaged on US Climate Policy. Honeywell is also a member of the European Chemical Industry Council (Cefic), which has taken both supportive and negative positions towards science-aligned climate policy in the EU.
