Climate Policy Engagement Analysis
Climate Policy Engagement Overview: Grupo Argos and its subsidiaries demonstrate policy engagement that is partially aligned with science-aligned policy pathways, although with limited engagement detected by InfluenceMap in 2023-25.
Top-line Messaging on Climate Policy: Grupo Argos and its subsidiaries have limited engagement with climate policy in their top-line communications, taking mostly positive positions. In its 2024 Integrated Report, published in April 2025, Grupo Argos supported the transition to a low carbon economy, but did not clearly support emissions reductions in line with IPCC recommendations. Cementos Argos’ 2023 Annual Report, published in March 2024, seemed to support the need for public policies which are aligned with the UN Paris Agreement.
Engagement with Climate-Related Policies: Grupo Argos and its subsidiaries appear to support some climate change regulations, albeit with limited public engagement. In the subsidiary’s Climate and Nature report published in April 2025, Cementos Argos supported emissions trading systems.
Positioning on Energy Transition: Grupo Argos and its subsidiaries appear to take a mix of positive and negative positions on the energy mix. In its 2024 Climate and Nature Report published in April 2025, Cementos Argos advocated for alternative fuels, such as non-recyclable waste, to decarbonize cement production without stating the need for emission mitigation technologies. Subsidiary Celsia seemed to support increased flexibility in a Colombian regulation to promote projects for electrification in comments to the government in March 2025. However, it seemed to support a long term role for fossil gas in the Colombian energy mix, referencing the EU’s designation of the fuel as ‘green energy’ on X in December 2023.
Industry Association Governance: Grupo Argos and its subsidiaries disclosed a complete list of industry association memberships, but with no further details of the company's role within each organization's governing bodies, nor their climate change policy positions. The company has not published a review of alignment with its industry associations. Grupo Argos subsidiaries are members of several committees in the National Business Association of Colombia (ANDI) and Celsia is on the board. ANDI is engaging with positions which are partially misaligned with science based policy.
InfluenceMap collects and assesses evidence of corporate climate policy engagement on a weekly basis, depending on the availability of information from each specific data source (for more information see our methodology). While this analysis flows through to the company’s scores each week, the summary above is updated periodically. This summary was last updated in Q3 2025.
