We have expanded the list of climate policies we assess company engagement with to incorporate land-use related policy, referring to legislative or regulatory measures to enhance and protect ecosystems and land where carbon is being stored. Assessments under this category are currently underweighted in terms of their contribution to the overall company metrics. This weighting will be progressively increased over the next 6 months.
We adjusted the terminology used to describe the queries running down the left-hand side of our scoring matrix and added additional explanatory text to the info-boxes. This has no impact on the scores and methodology. It has been done following user feedback to improve clarity.
Climate Lobbying Overview: National General Contractors Association of Japan (Zenken) appears to have limited direct engagement with climate and energy policy in Japan.
Top-line Messaging on Climate Policy: Zenken appears to have a generally positive position on climate policy. Although Zenken appears to acknowledge climate change as a global issue, it is unclear if their position is consistent with IPCC demanded emissions reductions, from its statement in its Order of Conduct published on its website accessed in September 2022. In 2020, the Chair of Zenken addressed the recent natural disasters, attributing its cause to climate change in his speech at the General Meeting, however no clear position on the IPCC demanded response was given.
Engagement with Climate-Related Regulations: InfluenceMap has not found evidence on Zenken’s positions towards, or engagement with, Climate-Related Regulations.
Positioning on Energy Transition: Zenken appears to have negative position on energy transition. In the demand paper on 2021 tax reform plan, Zenken appear to be advocating in favour of fossil fuel subsidies, in the form of requesting a tax break for the sector in trading gasoline. Beyond this, InfluenceMap has unable to find any evidence of Zenken’s position on the energy transition.
