We have expanded the list of climate policies we assess company engagement with to incorporate land-use related policy, referring to legislative or regulatory measures to enhance and protect ecosystems and land where carbon is being stored. Assessments under this category are currently underweighted in terms of their contribution to the overall company metrics. This weighting will be progressively increased over the next 6 months.
We adjusted the terminology used to describe the queries running down the left-hand side of our scoring matrix and added additional explanatory text to the info-boxes. This has no impact on the scores and methodology. It has been done following user feedback to improve clarity.

In this section, we depict graphically the relationships the corporation has with trade associations, federations, advocacy groups and other third parties who may be acting on their behalf to influence climate change policy. Each of the columns above represents one relationship the corporation appears to have with such a third party. In these columns, the top, dark section represents the strength of the relationship the corporation has with the influencer. For example if a corporation's senior executive also held a key role in the trade association, we would deem this to be a strong relationship and it would be on the far left of the chart above, with the weaker ones to the right. Click on these grey shaded upper sections for details of these relationships. The middle section contains a link to the organization score details of the influencer concerned, so you can see the details of its climate change policy influence. Click on the middle sections for for details of the trade associations. Climate Policy Engagement Overview: GS Caltex appears to have very limited engagement with climate policy in South Korea. The company supports the science of climate change and appeared to support the introduction of clean hydrogen and biofuels in Korea, but its position on the transition of the overall energy mix away from fossil fuels was unclear. The company appears to have engaged with the Korea Emissions Trading Scheme (K-ETS), but its position on the policy was unclear.
Top-line Messaging on Climate Policy: InfluenceMap found limited evidence of clear top-line messaging on climate policy by GS Caltex, although the company has a transparent position on the science of climate change. In the company’s 2021 Sustainability Report published in July 2022, the CEO of GS Caltex, Huh Se-hong, appeared to acknowledge the relation between climate change and extreme weather phenomena. In the same report, GS Caltex also clearly supported the science of the IPCC on the link between human activity and global warming.
Engagement with Climate-Related Regulations: GS Caltex appears to have limited engagement with climate-related regulations in South Korea. At a meeting with the Ministry of Trade, Industry and Energy (MoTIE) in September 2021, the company mentioned the K-ETS, however, the company’s position on the policy was not clearly stated.
Positioning on Energy Transition: GS Caltex appears to take mixed positions on the transition of the energy mix away from fossil fuels, and its engagement with the issue is limited. At a meeting with the Ministry of Science and ICT (MoSIT) in January 2022, GS Caltex supported government policy for the development of CCUS technology and other carbon neutral technologies, but their position on the pace and extent of transitioning the energy mix away from fossil fuels was unclear. As reported by DongA Ilbo in May 2022, GS Caltex appeared to support an expanded role for biofuels, but it was unclear whether the company supported this in relation to a broad energy mix transition in line with IPCC guidelines.
Industry Association Governance: GS Caltex has disclosed a list of its industry association memberships in its 2021 Sustainability Report, but with no further details of the company’s role within each organization’s governing bodies nor influence over their climate change policy positions. The company holds membership to the Federation of Korean Industries (FKI), the Korea Chamber of Commerce and Industry (KCCI), the Korea Petrochemical Industry Association (KPIA), the Korea Enterprises Federation (KEF), the Korea International Trade Association (KITA), the Korea Petroleum Association (KPA), and the Korea Business Council for Sustainable Development (KBCSD).
